Tampa Bay Regional Planning Council 2016-present
Currently serving as Executive Director of the Tampa Bay Regional Planning Council (TBRPC). Responsible for overall management of the organization, including internal structure, personnel, financials, and implementation of Council policies and programs. Represent the Council before a variety of government, business, and stakeholder organizations on issues of regional significance to include transportation, the environment, economic development, climate resiliency and emergency management. The TBRPC territory is comprised of 21 cities and 6 county governments that encompass over 5,000 square miles and is home to over 3.8 million people.
USDOT - Federal Transit Administration, Cambridge, Massachusetts 2010-2015
Program Manager/Environmental Protection Specialist in the Region One Office of the Federal Transit Administration located in Cambridge, Massachusetts. Responsible for Grant Development and environmental compliance and Historic Preservation for capital and operational transit projects throughout New England. Member of a 14 member team that managed $1 billion dollars of federal transportation funds for projects throughout New England. Director of Planning and Development, City of Newburyport, Massachusetts 2008-2010
Department Manager for the Planning and Development Division. Responsibilities include working with the Mayor and City Council to enhance planning and economic development efforts for the City. Manage the daily land use planning process and lead the City抯 effort for transportation enhancements, Historic Preservation (NHPA), affordable housing, urban design, community development, economic development, environmental permitting (NEPA), and smart growth initiatives. Regular communication with the Regional Planning Agency to secure compliance for transportation initiatives to be included in the Transportation Improvement Plan (TIP). Planning efforts included project development of an intermodal parking facility design Senior Center planned for future construction. Also served as the City抯 representative on the Merrimack Valley Regional Transit Authority Transportation Advisory Board.
Community Development Director, Town of Hudson, New Hampshire 2001 to 2008
Served as Community Development Director for the Town of Hudson, New Hampshire. Responsibilities included managing all community development applications for the Town, including, but not limited to, building, planning, permitting, zoning, urban design, and environmental compliance. Additional responsibilities included meeting with both private and public sector officials to create economic development opportunities to stimulate the local economy. Regular interaction with local media for issues that included but are not limited to planning & development, transportation, environmental, emergency management, air quality, public health and economic development. Director of Planning and Conservation, Town of Tewksbury, Massachusetts 1988 to 2001
As Chief Administrator for a five-member elected Planning Board and seven-member Conservation Commission, it was my responsibility to administer and coordinate all community development projects, including grant development and management, planning and land use analysis, transportation policy, and environmental regulation. Provided technical assistance to both Town Officials and the public as needed. Additional responsibilities included coordinating public relations with the media for all planning and development issues, devising amendments to the local land use regulations including zoning, environmental analysis, and identification of affordable housing for the community, contract administration, and preparation of the department budget. Responsibilities also included personnel management and hiring of department personnel and consultants.
City of Lowell, Massachusetts Elected School Committee Member 1987 to 1989
Responsible for establishing educational policies and providing oversight with the appropriation and expenditure of a $42 million dollar department budget. Set goals and objectives for a department that provides educational services to twenty thousand students daily. Regular interaction with media as an advocate for public education including television, radio, and newspaper.
University of Massachusetts Lowell, Building Authority 1985 to 1996
Appointed by Massachusetts Governor Michael Dukakis in 1985 to establish quality housing accommodations for the student population on campus. Participated in the development of attaining funding through the state legislature, and provided direct oversight with the construction phase of 400 additional units comprising two dormitory buildings at a cost of $14 million dollars.

Responsible for the development of higher education policies as they pertain to the operation of the institution. Provided oversight and direction to University Administration. Worked with the Governor抯 Office to improve the quality of education on campus.
